Almost certainly a scam - you pay a small amount to register an account and then enter the serial codes of any money you find and write the site's URL on the currency. If someone finds that note and themselves registers an account, you get money.
I registered for the hell of it and put a few fivers in; someone found one of them, but they didn't register. Sigh.

I actually came across a bill while on vacation in Florida last year. I brought it all the way back to Chicago before "setting it free". LOL
