Honest to God, that's Pennywise the Dancing Clown, from Stephen King's IT. He even looks like Tim Curry, made up as the demon.

Wikipedia provide a good history of Ronald in the link I've pasted. He seems to be recognised as a somewhat sinister character by many people in the third Milennium. The original clown was quite a hit with kids.

Also, sooner or later Ronald had to get in trouble with all those pre-teens he takes back to his private playground where he takes off his make up and reveals his true identity as Michael Jackson.
