It's actually a very clever ad; you see "clown" is Indonesian for "absolute terror". Another clever aspect of this ad is the ironic use of iconic imagery; this is intended to have a similar effect as the word "clown".

google alerts for clowns without borders lead me to these postings. these posters that you are so quick to treat with satirical humor were actually created by an advertising team from Spain where the population has a little deeper understanding of clowning, especially of the work that cwb does around the world. Please instead of being so quick to rush to judgement, take a moment to go to the clownswithoutborders.org website to understand what the organization really does which is not to scare little children close up with overly exaggerated make-up meant for audiences of 10 000, but to bring smiles and laughter into places where it is most needed. A little research into the nature of clowning will inform you that before the recent proliferation of people acting like clowns and blowing up balloons without any significant performing training, most clowning was done by highly skilled and funny performers in circus, vaudeville and other stages.

Don't care about history of clowns. Still scary. Mimes still obnoxious. Opera still overblown. There are a lot of older art forms, that I feel have had their time and should be left there.
